Key Responsibilities
1.. Work Pass & HR Compliance (Construction , Work Permits)
Assist in applying, renewing, and cancelling work passes.
Work pass related compliance works
workers on boarding and off boarding.
Ensure compliance with MOM regulations, Safety/other Training requirements, and project site pass applications.
Maintain accurate records of worker dormitory addresses, medical check-ups, and safety certifications.
2. HR Operations & Administration
Maintain employee records, contracts, and HR documents in accordance with statutory requirements.
Administer leave, attendance, and time management systems for both office and site personnel.
Prepare HR letters such as confirmation, promotion, warnings, and termination notices.
Handle employee insurance matters (WICA, GPA, medical benefits).
3. Payroll & Compensation Support
Monthly payroll preparation, checking overtime claims, TMS attendance check, allowances, and deductions.
Liaise with Finance on salary matters, CPF submissions, and government claims (e.g., SDL, NS claims, maternity benefits).
IRA21 /IR8A employee income tax filings.
Support annual performance appraisal and salary review exercises.
4. Training & Development
Coordinate mandatory construction-related training (CSOC, BCSS, safety briefings, equipment operation courses).
Track training expiry dates and arrange refresher courses for site staff.
Support internal training initiatives and onboarding orientation programs.
6. Employee Relations & Welfare
Provide frontline HR support to employees across office and work sites.
Assist in resolving employee concerns, disciplinary issues, and grievances.
Organize staff engagement activities, welfare initiatives, and company events.
7. HR Reporting & Continuous Improvement
Prepare HR metrics and reports (manpower, turnover, attendance, training hours, etc.).
Support audits and compliance checks for MOM, safety, and project requirements.
Participate in improving HR processes, digitalization, and policy development.
8. Recruitment & Manpower Deployment
Support the end-to-end recruitment process for both office and site positions (engineers, safety officers, foremen, workers, etc.).
Coordinate interviews, shortlist candidates, and liaise with hiring managers.
Assist in monitoring manpower deployment for project sites and ensure adequate staffing levels.
Manage onboarding for new joiners
Corporate other HR & Administrative support duties when requested or assigned by HR & Admin manager.
Qualifications & Requirements
Diploma/Degree in Human Resource Management, Business Administration, or related field.
3 years of HR experience (Construction industry experience is an advantage).
Knowledge of Singapore Employment Act and MOM regulations.
Experience using HRIS/payroll systems.
Strong communication and interpersonal skills.
Detail-oriented, organized, and able to handle confidential information.
Willingness to visit project sites when needed.
