Job Purpose

To support the preparation and submission of competitive and commercially sound tenders by carrying out quantity take-offs, cost estimation, pricing, subcontractor/supplier sourcing, and tender documentation for ERSS and construction projects.

Key Responsibilities

· Review tender documents, drawings, specifications, scope of works and contract requirements.

· Prepare & Review quantity take-offs, Bills of Quantities (BQ) and cost estimates.

· Develop detailed tender pricing for materials, manpower, machinery, subcontractors and other project costs.

· Obtain and evaluate quotations from suppliers and subcontractors.

· Prepare tender comparison sheets and recommend suitable pricing based on cost and market conditions.

· Coordinate with Design, Operations, Supply Chain and Commercial teams to verify construction methodology, quantities and costs.

· Assist in developing project budgets, cost breakdowns and pricing summaries.

· Identify tender risks, exclusions, assumptions and potential commercial issues.

· Prepare tender submissions, including pricing schedules, clarifications and supporting documents.

· Participate in tender clarification meetings and assist with post-tender negotiations.

· Maintain and update cost databases, supplier/subcontractor rates and historical tender information.

· Monitor market prices and construction cost trends to improve tender competitiveness.

· Ensure tender submissions are accurate, complete and submitted within the required deadlines.

· Perform other commercial and estimation duties assigned by management.

Requirements

  • Diploma/Degree in Quantity Surveying, Civil Engineering, Construction Management or related discipline.

  • Preferably 2–5 years of experience in construction tendering, estimating or quantity surveying.

  • Experience in ERSS, civil engineering, temporary works or construction is an advantage.

  • Familiar with LTA projects is an advantage

  • Good knowledge of construction materials, methodology and costing.

  • Proficient in Microsoft Excel, Word and tender/estimation software.

  • Able to read and interpret construction drawings & specification and Traffic diversion

  • Strong numerical, analytical and commercial skills.

  • Good communication, negotiation and coordination skills.

  • Able to work independently and meet tight tender deadlines.

  • Tender submissions completed accurately and on time.

  • Estimation/pricing accuracy.

  • Tender win rate and competitiveness of submitted prices.

  • Accuracy of quantity take-off and cost build-up.

  • Timeliness of quotation sourcing and tender evaluation.

  • Quality of tender documentation and commercial risk identification.

  • Accuracy of estimated project cost versus actual project cost.
