1. General Responsibilities
- Monitor and evaluate centre operations to ensure services meet or exceed internal quality assurance standards and established guidelines.
- Conduct regular audits covering regulatory compliance, internal processes, operating procedures and identified high-risk areas.
- Identify areas for improvement and support initiatives aimed at strengthening the quality of early childhood care and education across centres.
- Monitor centres’ adherence to corporate identity, operational standards and established guidelines.
- Promote consistent practices that support a safe, nurturing and developmentally appropriate environment for children.
- Identify and escalate significant operational, quality or compliance issues to management in a timely manner.
- Provide follow-up and monitoring on identified areas requiring improvement.
2. Licensing & SPARK Certification
- Maintain working knowledge of applicable early childhood regulatory requirements, including the Early Childhood Development Centres Act (ECDA Act).
- Maintain familiarity with the SPARK Quality Rating Scale for Early Childhood Development Centres (SPARK QRS-U).
- Conduct reviews to assess centres’ compliance with applicable regulatory and quality standards.
- Identify gaps and areas for improvement and work with relevant stakeholders to develop appropriate action plans.
- Monitor progress against Licensing and SPARK requirements and follow up on outstanding actions.
3. Policies & Procedures
- Oversee, track and monitor corrective action plans arising from audits, reviews and compliance assessments.
- Work with Centre Principals, Supervisors and relevant staff to ensure agreed corrective actions are implemented within the required timelines.
- Review the effectiveness of corrective actions and identify further improvements where necessary.
- Support centre teams in strengthening operational effectiveness while maintaining required quality and compliance standards.
- Promote consistent implementation of policies, procedures and operational practices across centres.
- Provide guidance and follow-up to stakeholders on identified process or compliance gaps.
